On July 30, Associated Industries of Vermont will host a seminar with presentations and
audience discussion on the major regulatory developments impacting stormwater,
groundwater, wetlands, permit reforms enacted this year by the state Legislature, and
prospects for new legislation next year. There will also be a special focus on the major
issues and concerns surrounding archeological rules in Vermont and rule revisions being
proposed by the Agency of Commerce and Community Development.
ANR Secretary Jonathan Wood will give a luncheon address and take audience questions on
issues of interest. Presenters will include agency personnel and private sector professionals.
Both members and non-members are welcome to register by faxing or mailing a registration form
by July 27.

Background information for Dr. Hope E. Luhman:
Dr. Hope E. Luhman is an Assistant Director for Cultural Resources and Senior Archaeologist
at The Louis Berger Group, Inc. She has a M.A. in Social Relations from Lehigh University,
and a M.A. and Ph.D. in Anthropology from Bryn Mawr College. Dr. Luhman has significant
experience in managing large, complex, and multiple-task projects and contracts involving
archaeological sites and historic architectural properties. Dr. Luhman’s responsibilities at
Berger have included contract management and project-specific supervision of background
and site file research, site-specific historical research, Phase I/II/III archaeological
investigations, public outreach programming, geomorphological assessments, historic
structure assessments, determinations of eligibility and effects, and the development of
memoranda of agreement.
She is certified by the Register of Professional Archaeologists (RPA) in Documents Research,
Field Research, Historical Archaeology, Museology, and Teaching, and has completed the
10-hour Occupational Safety and Health Training Course in Construction Safety & Health.
Dr. Luhman completed numerous continuing education workshops including refresher
courses on Section 106 and training in Tribal Consultation. In addition, she has more than
fifteen years of college teaching and advising experience in anthropology including her most
recent experience as Adjunct Faculty for Rensselaer Polytechnic Institute’s Master of Science
program in Building Conservation. In Berger’s Albany office, Dr. Luhman’s responsibilities
include the overall management of cultural resource investigations and general business
development throughout the Northeast. Since joining the Berger Group in 1994, Dr.
Luhman’s responsibilities have included active participation in public outreach and education
programs, as well as direct involvement in the preparation of public outreach media. She
serves on the Transportation Research Board’s Committee on Historic and Archaeological
Preservation in Transportation (ADC50), is a member of the Society of American
Archaeology’s Public Education and Consulting Archaeology committees, and serves on the
board of the American Cultural Resources Association (ACRA) and the New York
Archaeological Council (NYAC).
